CALGARY POLICE CPS FILES REPORT AGAINST DOSANJH OVER THREATS TO CANADIAN SIKHS
Issue: Threats toward Canadian Sikhs displaying Khalistan flags at a Calgary show
A report has been filed with Calgary Police Service (CPS) following an on-stage remark by Dosanjh, captured on video, where he is heard saying:
“Pick them… and throw them out…” — directed at Canadian Sikhs holding Khalistan flags.
The complaint alleges that “Dosanjh provoked and incited the crowd to take matters into their own hands,” raising concerns under Canada’s Criminal Code (s.319(1)) relating to public incitement of hatred and the risk of a breach of the peace.
DOSANJH ISSUES THREAT OF VIOLENCE AGAINST CANADIAN SIKHS WAVING KHALISTAN FLAGS
• Dosanjh’s statement is a call for the physical removal of individuals, implying use of force in a crowded public venue.
• Such language can provoke immediate violence, creating a foreseeable risk to Canadian Sikhs waving Khalistan flags.
• Mobilizing a crowd against a specific group raises concerns under Criminal Code s.175(1) (causing a disturbance) and breach-of-peace risks.

CSIS 2025 Annual report tabled in Parliament
“In 2025, the main perpetrators of foreign interference and espionage against Canada remained the People’s Republic of China (PRC), India, the Russian Federation, the Islamic Republic of Iran, and Pakistan. However, with shifting geopolitical realities and an increasingly multipolar global environment, these were not the only foreign states that sought to interfere in Canada.”
"Historically, India has cultivated covert relationships with Canadian politicians, journalists, and members of the Indo-Canadian community, to exert its influence and advance its interests. This has included transnational repression (TNR) activities, such as surveillance and other coercive tactics meant to suppress criticism of the Government of India and create fear in the community. Given the presence in Canada of supporters of the Khalistan separatist movement, Canada must remain vigilant regarding potential TNR activities. India acts to counter perceived threats to its domestic stability, including Khalistan separatism. In Canada, advocacy for Khalistan separatism is lawful political activity.”
Some Canadians participate in legitimate and peaceful campaigning to support the Khalistan separatist movement. Non-violent advocacy for the creation of a state of Khalistan is not considered extremism. Only a small group of individuals who use Canada as a base to promote, fundraise, or plan violence primarily in India are considered Khalistani extremists.
