What we need to remember is that the Erasmus scheme came into being in 1987 and the UK was an original partner. This of course was several years in advance of the formation of the EU. We should remember that the UK's ejection from the scheme was purely political venom from the EU for our audacity in voting for Brexit. Other non EU countries are members of Erasmus. Rejoining is of course a good thing but it comes with conditions that simply should not be there. It is only EU vindictiveness that brought about our removal. They are and will remain an abusive and bullying partner.
