I think it's because it communicates with your Elgato devices over the network. You could try adding elgato Control Center shortcut on Stream Deck, and do a long press to quit the application before you sleep your screen. If you need it opened when you wake your pc you just click it on Stream Deck it will open. I do this if I have to close any programs, but if I need them later. Make sure it's updated to the latest software update as well. Hopefully, this helps out.
