I think the cold war era politics and non-proliferation agreements are off the table. The US and Israel gave up the legal and moral high road when they started attacking civilian infrastructure and legitimate nuclear energy facilities. Russia and China have not supplied weapon grade materials previously because they were playing by those old rules and didn't want to rock the boat with US diplomacy. At this point I think they'll be more likely to ignore those prior diplomatic agreements.

And yes, it is more about money and power than religion. But I would argue it also a little but about race (Arab Sunnis vs Persian Shia for example)
