Counting Down to the 2025 BRICS Summit: My Key Expectations I have been in Brazil for a week now, my third work visit to Brazil this year. I'm observing the final preparations for the 2025 BRICS Summit and will stay until the meeting concludes in mid-July. With just over a week before leaders gather in Rio, several trends stand out. Capacity Crunch and a Tighter Agenda Scheduled unusually early, the 2025 BRICS Summit is squeezed between Brazil’s 2024 G20 Presidency and the lead-up to COP 30 in Belém. This pressure forced Brasília to keep the agenda tight and focused on concrete outcomes. Anedoctally, South Africa held roughly 200 meetings in 2023, and Russia around 250. Officials have told me that Brazil limited itself to around 100, a far tighter, more focused approach. Pursuit of evidence of Tangible Outcomes Front and Centre Throughout my discussions with Brazilian officials in 2025, they continue to emphasise President @LulaOficial’s directive to deliver tangible results, with health and agriculture providing some of the most promising ones within the six core priorities set for 2025. On health, the Summit should endorse joint measures against socially determined diseases, building on the bloc’s COVID-19 cooperation. Agriculture is another. If the 2025-2028 Agriculture Plan unveiled at the Summit is properly tracked, implemented, and politically supported, it could significantly reshape how the five economies collaborate in this vital sector by 2028. Together with @rhymeswbruised and colleagues from @CEBRIonline, I co-authored a brief on BRICS food security and agricultural cooperation that @CEBRIonline will launch in Rio next week, alongside other papers on climate, agriculture, and related themes. Giving Society a Louder Voice Brazil is narrowing the gap between the Sherpa track and BRICS societal groups. Civil society, academic, and think tank representatives presented their inputs to the Sherpas in advance, and many of these ideas are expected to appear in the final declaration. The BRICS Think Tanks Council and the Academic Forum, which concluded yesterday in Brasília, now feed more clearly into a more policy-oriented people-to-people narrative. This gives potential new meaning to these regular meetings, providing a direct avenue for tangible contributions and co-creation. Local Currency Trade: Incremental Progress Progress on local-currency settlement and new payment systems seems to be inching forward, so don’t expect fireworks in Rio on 7 July. However, with intra-BRICS trade still modest, even small gains are significant. Talk of a coordinated “de-dollarisation” drive remains overstated; members are simply adding optional tools for specific transactions. However, under the current international climate, the theme will remain under scrutiny. I’ll unpack it, along with other post-Summit takeaways, on 9 July in a @GIGA_Institute online seminar with Mihaela Papa (@MIT_CIS), Miriam Prys (@m_prys, @GIGA_Institute) and Damyana Bakardzhieva (@damyanabk, @AGDAUAE), where European and North American colleagues are sure to press for detail. Institutional Housekeeping: Boring but Crucial Yesterday in Brasília, @Martafyg of @BRICSPolicy warned the BRICS Academic Forum that the “boring, technical stuff” of institutionalisation through building a more predictable and less fragmented structure, will make or break the bloc. And she's right, as usual. The aim is not to overly formalise the group, but to prune overlap, establish clearer roles, and maintain a steadier rhythm of work. A fresh and timely @ipeaonline preliminary and ongoing study tallies more than 180 BRICS mechanisms, many of which are overlapping or barely active. Streamlining this tangle would enable new members to find their footing and prevent BRICS from slipping into talk-shop territory (hint hint, G77). We unpack the broader stakes in a special BRICS expansion issue of the @SAIIAJournal, guest-edited by @rhymeswbruised, @yushan_wu, and me, launching online on 10 July, because the success of the enlargement is inseparable from this supposedly dull debate on institutionalisation. What Comes Next, for me, at least I will keep posting insights as (and if) they come in the following days. At the same time, I am finalising a @SAIIA_info brief on how to ensure success in the BRICS institutionalisation efforts, with the brilliant and kind @doriathais. We aim to publish it soon after the Summit, outlining both opportunities and pitfalls. Watch this space!
