Because SCOTUS didn't explain why, and the district judges granting injunctions now are "rationalizing" their cases around the possibilities. BUT, there is no better example than the 9th Circuit in early Feb. simply ignoring the stays in affirming Judge Chen on the basis that SCOTUS's lack of an explanation meant they could just ignore the stay as a substantive matter.

Except that I'm not a leftist I've been a conservative probably longer than you've been alive. Joe Kent being a decorated combat veteran doesn't make him anything less of a traitor today.
