People are calling these useless because they don't make you invulnerable, a tale as old as firearms and armor. The name makes them underwhelming, but: Protection against shrapnel, ricochets, small calibres and having a higher chance of surviving getting shot in the face is valuable. It's cool that these things exist, even if they're not worth it in a warzone, not everything is meant for that to begin with.
