ARC Raiders isn't gearing toward PvE.
It’s PvPvE, and it will be, they spent extra years adding PvP because pure PvE “wasn’t fun.” This is explained in their three-part documentary series.
But the narrative many streamers are pushing is really stupid. Did you base it on them removing PvP feats? Since when are feats so important?
IMO, Embark has gone into balance mode for PvP. They want to build a solid foundation. If they kept adding PvP gameplay items while some weapons and items are still too OP and some mechanics exploited, they would’ve destroyed their game.
