We are please to see, after almost 3 years of campaigning for change to the Early Years Framework, the Department for Education has implemented change in light of Oliver's preventable death. Key points include: • A whole section on safer eating, including - Requirement to talk to parents about stage of weaning, and emphasising not making assumptions about age. - Clear responsibilities for food preparation to ensure it is suitable for children • Requirement for a paediatric first aider (PFA) to be in the room (not just on the premises) when children are eating • PFA being a requirement to be included in ratio when the existing qualification does not include that requirement • Keeping records of choking incidents which are reviewed for trends etc The new requirements will come into effect from 1st September 2025. We welcome these changes following Oliver's death in September 2021 after he choked on penne pasta, aged 9 months. These changes from September 2025 will ensure an extra level of safety of our most precious children whilst attending early years settings.
