Democratic candidate for CA Gov. @TomSteyer thinks "it's time for billionaires like me...to be willing to pay more." So I pressed him on what that means? Does he support the proposed wealth tax on 5% of all assets of billionaires? Wouldn't answer definitively. Would he raise taxes on individual billionaires? On the topic of billionaires and wealth taxes in California, I am opposed to wealth taxes because they effectively represent an expropriation of private property and have many unintended and negative consequences that have occurred in every country that has launched such a tax. I am however strongly in favor of a fairer tax system. To that end, it doesn’t seem fair that someone can build a valuable business, create a billion or more in wealth and pay no personal income taxes by living off loans secured by stock in the company, (and even if the loans are unsecured). Apparently, this approach is used by many super wealthy people. A small change in the tax code would address this unfairness. In short, personal loans taken in excess of one’s basis in the stock of a company should be taxable as if you sold the same dollar amount of stock as the loan amount. One shouldn’t be able to live and spend like a billionaire and pay no tax. I welcome arguments to the contrary as to why this is somehow unfair to the billionaire or even the hundred millionaire, but I don’t think there is a good one. The favorable current tax treatment of this approach also encourages the use of leverage which is not good for society. And with respect to California’s budget problem, the issue is not a lack of tax revenues. The problem is how the money is being spent. I have a bunch more ideas on other changes to the tax code that are hard to argue with if anyone cares.

The way to fix this problem is to make borrowing an amount in excess of your basis in a stock taxable. In other words, if you have $10 billion of stock in a company you founded with zero basis, loans secured by the stock should be taxable as if you sold a like amount of stock. So, for example, if you borrowed $1 billion you would have a capital gain of $1 billion. This would be both fair and practical to implement.

The Safeway has been a lifeline for the Fillmore and Japantown for years and the loss to the community is going to be severely felt. I met with members of the community today to discuss finding a sustainable solution to the future of the site, one that works collaboratively with our Mayor’s office, the community, and the private sector to ensure equitable access to food, banking, and pharmacy services in the neighborhood. I look forward to working alongside the community in the new year.

Back in SF after an incredible trip to China! As many of you may know, we're thrilled to be welcoming our very own pandas soon. I wanted to share a bit of my experience visiting them at the Shanghai Wildlife Park. Here in San Francisco, preparations for their arrival are moving full steam ahead, and we are starting local fundraising efforts to support this wonderful mission. I've introduced a resolution to facilitate fundraising for the Giant Panda enclosures at the SF Zoo, which will be funded by philanthropic efforts, not taxpayer dollars. This allows us to engage directly with private entities to rally funding support for this project that stregnthen our cultural ties and tourism efforts. The timeline for the panda's arrival will become clearer as we progress, but the wheels are already in motion. This past week, engineers from the Beijing Zoo came to meet with the San Francisco Zoo on the design for the Giant Panda enclosures. In May, a delegation from the National Forestry and Grassland Administration and the Chinese Wildlife Conservation Association will visit to finalize the details. Can’t wait to see these furry friends arrive in SF!
