🚨NEW: @SenThomTillis (R-NC) says he’s ready to push the Clarity Act forward to a markup. “I’m going to ask the chair to move forward with scheduling a markup when we get back… I think we’ve made a lot of progress… and it’s time to get it before the committee to move it forward,” Tillis told my inimitable friend and former colleague @ChaseWilliams_ in a reporter gaggle on Capitol Hill this morning following the Warsh vote. Tillis went on to say most bank concerns on stablecoin yield have been heard and addressed, adding that others are welcome to “come and work in good faith.” On timing: Tillis hopes to release legislative text on stablecoin yield 4–5 days before a markup after stakeholders get a preview. On software developers and how law enforcement views the potential impact on enforcement under the 1960 criminal statute, a new flag Tillis raised this week, he pointed to @SenLummis’ approach, saying he’s “generally in support” of where the bill stands.

🚨CLARITY ACT MOVES CLOSER TO HOUSE VOTE House Financial Services Chair French Hill says many remaining issues around stablecoin sales practices and DeFi were already resolved in the House version. “I think the Senate’s relayed quite a bit on the House work on both FIT21 … and CLARITY in this Congress."

Thom Tillis indicating ethics language is now a red line for him with the Clarity Act. First Senate Republican on the Banking Committee to say that explicitly. Bill negotiators want language barring the president from sponsoring/endorsing/issuing crypto products. I was with Trump this weekend as he spoke to top holders of his meme coin at a Mar-a-Lago conference. He does not seem to be slowing down on engaging with his personal crypto ventures in the slightest.

Tokenization has Washington's attention. “We are on the cusp of releasing an 'innovation exemption' to begin facilitating the trading of tokenized securities onchain.” SEC Chairman Paul Atkins, speaking at the Economic Club of Washington, outlining the regulatory framework coming for tokenized securities. “I launched Project Crypto to modernize the securities rules and regulations to facilitate markets' moving onchain.” Washington is no longer debating whether tokenized securities belong in the market. It's writing the rules for them to coexist with the existing legacy financial system.
