Senior,the idea of a local league quota for national football team call ups sounds appealing on the surface but whether it’s “good” depends on what problem we are trying to solve, in Politics et al it’s about the problem you mentioned (survival) but a strict quota in this case of sports can backfire if it ignores merit. The national team’s primary goal is to win matches and not to develop the league,If local players aren’t yet at the same level as top foreign based players, forcing inclusion can weaken the squad It may create selection politics, where players are picked to satisfy policy rather than performance in the long run this doesn’t help anyone.

A lot of the arguments being made against GPL players getting quotas in the WC squad are compelling. Just to point out, quotas (in business, economics, sport etc) are one way to protect domestic investment, giving local products (GPL in this instance) a chance to survive.
