GH1.5 BILLION!!!! That’s what @KMAkandoh is committing to Free Primary Healthcare! Good idea, but the system design is where this will fail!! Right now, Ghana does not have a strong, unified digital system linking primary care (CHPS, clinics, community pharmacies) to secondary and tertiary care. No seamless patient records. No real continuity of care. So what happens? People get screened… and then what? Where is the referral pathway? Who follows up? I listened to @KMAkandoh and he was clueless! No proper framework!!! And this is where it gets worrying!!! Volunteers going into homes, to do what exactly? Screening without a structured system behind it becomes noise, not care. Why is @NHIS_Ghana not at the center of this? This should be an NHIS driven, fully integrated system linking CHPS, polyclinics, community pharmacies, and poly clinics. Community pharmacies @psgh_gar @PSGhAshanti are already: Accessible. Regulated. Trusted. A proper Pharmacy First model would make more sense! equip pharmacists to manage minor ailments, refer appropriately for free, reimburse them and plug into a national system. There are already fragmented systems linking pharmacies and hospitals, why not strengthen and scale that? Instead, we are hearing Containers? Sad!!!! Volunteers? No structure!!!!! And without integration, data systems, confidentiality safeguards and private sector involvement. This risks becoming only a political activity not impact!! Good idea!! But without a proper system behind it, it won’t hold!!!! Inevitably!

In the mean time, 100 29-seater buses have arrived in the country to ease recent road transport challenges. They form part of 300 procured for the purpose. Another batch of 100 will arrive in August with the last batch of 100 arriving in November.

Very good question. A clear directive has been sent to all government health facilities to set aside and dedicate a portion of their revenue for the maintenance of health equipment. This should put an end the problem of frequent breakdown of health equipment.

Dear @samgeorgegh , 1. It is looking like today we will sleep here oo. 😊 2. I think, though, that this is a slightly improved version of you on display. At least, this time around, you are not throwing threats like "civil redress" around. You also seem to be making some, albeit weak, attempts at humour. Keep at it! 3. You seem to have discovered two new words, "lie" and "mercenary". I can see you curling them around your tongue with relish. I would be honest with you. Only your partisan fans are moved by such distractions, however. Any one who can read knows exactly what I said so forget the theatrics, Minister. 4. I know you like to perform. But I am going to force you back to the policy table. You are not getting off so lightly on the issues. 5. You are banking on people not knowing how the public service works to try and evade accountability. In Ghana, ministers pressure agencies and spending officers to enter into arrangements that benefit their private allies ALL THE TIME. Very often, they do so in ways that allow them "plausible deniability". I have spent two decades unravelling this practice. I don't fall for cute deflects. 6. So, trying to play clever by making this about me producing a document with your signature on it and titled "big contract" is just performance for your partisan followers. I don't have a fanbase like that to cheer me on. What I do have are thousands of very discerning citizens who can read between the lines. They may not shout on Twitter/X but they act quietly in other ways. 7. Let us go back to the problem at hand. Ghana has had multiple mass SIM card registrations that mysteriously never delivers a functional database. Why? Because often the whole process is rushed, poorly planned, and poorly defined. You yourself agree wholeheartedly with this, correct? 8. Our goal this time around is to ROBUSTLY PREVENT YOU FROM WASTING THE PEOPLE'S TIME AND RESOURCES with another badly planned, poorly defined, and rushed mess. 9. Last time we look closely to try and find out why these SIM card re-registration processes seem to lead to a mess (a mess you don't deny), we found that sole-sourced procurement was a factor. A contractor without experience was inserted into the process leading to a system that you now claim is a mess, hence the need to redo it. 10. This time we intend to PREVENT the mess, or any excuse for a mess, before it even happens. 11. I got a message that you have authorised that a contract be given to Transactly in connection with the re-registration. As you yourself have admitted, you have no window for engagement with activists. Hence, the most efficient way was for me to ask for confirmation on Twitter/X. 12. You quickly recast the whole thing into a strawman that you think you can deflect knowing very well that there are various agencies that could, in the end, enter into such contracts. Agencies like the NCA, the NIA, and even NITA. All of which you have very strong influence over. 13. I asked you for the solution architecture and any associated procurement plan, because those are the two documents that will TRULY debunk any hint of procurement-motivation. As for the contracts, they can be handled by any agency within the architecture. 14. Us knowing how the solution you intend to launch within 3 months has been designed to ensure that the problems you claim bedevil the current database won't recur would also show WHICH ACTORS will do what. I know you know exactly where I am going with this. You can put on a display of being angry with me for being "accusatory" when in fact we are pushing accountability in a scenario that HAS HAPPENED IN THE PAST. 15. But for the benefit of some of your fans who don't read, this is what our motive: WE AIM TO ENSURE THAT NO INEXPERIENCED COMPANIES ARE INSERTED INTO THE ARCHITECTURE TO DO WHATEVER. It doesn't matter who in the government gives them the contract based on your push or someone else's push. 16. You have refused repeatedly to stay on the issues and lay out the solution architecture and the role of contractors, including the one whose name was leaked to us. We aim to pursue you with RTIs to get to the bottom of the situation and update the public. That's all. 17. We also want to peruse the architecture to spot bottlenecks that will inconvenience citizens and cause the crazy confusions and distress that happened in previous rounds of these messy re-registration episodes. And lastly, we want to evaluate HOW EXACTLY your new approach will STOP FRAUD and improve on what we already have. 18. Feel free to put on another performance, Minister. And savor your newfound words if you must. But name-calling isn't providing policy accountability. Stay on the facts. 19. And oo...kindly tell that precocious child of yours that no one is spreading lies about Dad. Dad is trying to bamboozle the public but some activists are proving stubborn. 😉 20. I have been briefed about two tragic accidents that occurred today, one on the Ejura-Mampong Road involving a student bus and a sprinter bus, and another on the Accra Kumasi Highway. These incidents have brought deep sorrow to our region, and our thoughts are with all who have been affected. My condolences go to the families who have lost their loved ones. I pray that they find strength and comfort during this difficult period. NEW LAW ALERT 🔔 The law requires a prosecutor to facilitate an accused person’s defence. So, he is to disclose to the accused person every evidence which investigators found during investigations. So, before a trial begins, a prosecutor must file such disclosures. The disclosures must include evidence which will show that the accused person is guilty. But that’s not all. It must also include evidence which the prosecutor knows or believes can help the accused person to show that she is not guilty. Because the prosecutor cannot be trusted to voluntarily file every evidence (especially the one that he knows can show that the accused person is not guilty), the law allows the accused person to ask the court to direct the prosecutor to make further disclosures. However, the accused person is not allowed to use the opportunity for further disclosures as a ploy to delay the trial or convert the prosecutor into defence counsel. So, there are limits to what the accused person can get from seeking further disclosures. Before last week, October 29, when the Supreme Court decided The Republic v Adu-Boahene case, there were, by case law and practice direction, two criteria for determining what an accused person may get through further disclosures. The first criterion is the RELEVANCE Rule. This says that an accused person can, by way of further disclosures, get from the prosecutor only evidence which has a bearing on proving that she is guilty or not guilty. If it is not relevant, it wont be disclosed. The second is the POSSESSION rule. It says that the evidence which the accused person asks for must be evidence which came into the hands of investigators during the investigation of the offences which the accused person is charged with. The Adu-Boahene case has changed this law: The RELEVANCE rule no longer applies. That is to say that an accused person doesn’t have to show that the evidence, disclosure of which she seeks, is relevant to proving anything. Relevance will be determined at the trial. She only has to concern herself with the POSSESSION rule. That is - she just has to show that the evidence she seeks came into the investigators’ hands during the investigations of the offence which she is charged with.
