An uncle of mine in Indore once tried to stop me from throwing away paper plate wrappers etc at a food mall saying "this isn't America. You don't need to throw it away. The staff will do it." When I continued anyway, he tried to physically stop me!

People who think just putting trash cans everywhere will clean up Indian public spaces, go to self-service food courts in any mall or airport in India. Trash cans everywhere. But most people just leave their stuff behind on the table. For staff to clean up.
