𝐀 𝐋𝐢𝐟𝐞 𝐨𝐟 𝐒𝐞𝐫𝐯𝐢𝐜𝐞, 𝐀 𝐋𝐞𝐠𝐚𝐜𝐲 𝐨𝐟 𝐈𝐦𝐩𝐚𝐜𝐭: 𝐇𝐨𝐧𝐨𝐫𝐢𝐧𝐠 𝐖𝐢𝐥𝐥𝐢𝐚𝐦 “𝐁𝐢𝐥𝐥𝐲” 𝐊𝐞𝐲𝐞𝐬 In March 2021, members of the Anne Arundel County Police Department had the honor of meeting Mr. William “Billy” Keyes during a ceremony on George and Marion Phelps Lane in Annapolis. The occasion recognized Deputy Sheriff George Phelps, Jr. (Ret.), Anne Arundel County’s first African American law enforcement officer: righting a wrong from the past. It was there we learned of the deep and lasting friendship between Mr. Keyes and Deputy Sheriff Phelps. Following the ceremony, Mr. Keyes captivated us with his charisma, humor, and presence. What began as an introduction quickly became a meaningful connection. Deputy Chief Jerard Flemings (Ret.) learned Mr. Keyes would soon be celebrating his 100th birthday. In May 2021, we joined his family, friends, and the Arundel on the Bay community to celebrate his 100th birthday. In the years that followed, we were privileged to visit Mr. Keyes often, on birthdays and beyond, taking time to simply sit, listen, and learn. He shared stories of his service in World War II, his career, and his passions for teaching, art, and lifelong learning. Whether reflecting on history, discussing politics, or reminiscing over music played on a record player gifted from Deputy Chief Flemings, Mr. Keyes brought wisdom, warmth, and perspective to every conversation. He welcomed us into his world, joining him for meals at his favorite local restaurant and even venturing out onto the water with Paul “Bo” Bollinger of CRAB Sailing, who on one occasion, arranged for us to dock to have a warm cup of coffee hand-delivered to Mr. Keyes. Mr. Keyes was pleased. In every setting, his joy for life and connection with others was unmistakable. Through these moments, we came to know Mr. Keyes as more than a veteran. He was a family man, a teacher, an artist, a public servant, and a true community ambassador. On March 6, 2024, we were proud to formally recognize his lifelong commitment to service by swearing him in as an Honorary Anne Arundel County Police Officer. Our final visit with Mr. Keyes was in November 2025, sharing a meal from his favorite spot, Jack’s Fortune and sharing more great conversation. Simple moments that now hold even greater meaning. We are grateful for the time we shared and the legacy he leaves behind. Mr. Keyes touched countless lives with kindness, wisdom, and grace. Mr. Keyes truly possessed the “Keyes to a Long Life." We extend our deepest condolences to his family and all who knew and loved him. Rest easy, Officer William “Billy” Keyes. Thank you for your service. We have the watch from here.
