The instinct for many will be to blame NetEase.
But, as a studio director/management, you "can't" present a roadmap to your superiors, and then after 4/5 years expect an extra game-size budget of $44M!
Obviously there's a lot more to this that only people internally would know, but my point is simply that while blaming "big corp" usually makes sense, there's also MANY instances in the industry where management burns through money with little to justify it.
I'm not saying that's the case here!, but it happens more than most people assume.

Yakuza series creator Toshihiro Nagoshi’s Nagoshi Studio has deleted its YouTube channel! This comes after publisher NetEase pulled funding for Gang of Dragon and the studio reportedly needed $44M to finish the project. It seems like no one is willing the step in at the moment.
