Need to be law that H1B visas are fired and deported first by any company.
H1B visas shouldn’t be used unless Americans can’t fill that job posted publicly on multiple job boards for 6 months minimum. Also employer must be 100% responsible for all cost including medical, criminal records, $10,000 per applicant and must be send home at the completion of contract.
