Zulum Visits Ngoshe, Pledges Reconstruction of Damaged Infrastructure …Vows Ngoshe Will Not Fall Again Borno State Governor, Professor Babagana Umara @ProfZulum, on Sunday, visited Ngoshe which is about 40 kilometres away from Gwoza to see for himself the level of damage. Zulum, who has embarked on a two-day confidence and resilience-building tour to victims of recent Boko Haram attacks in Ngoshe and Pulka, disbursed cash and relief items to over 30,000 people affected by the recent incident. Speaking to newsmen shortly after inspecting the affected community, the governor described the level of destruction as shocking and heartbreaking. “It is saddening to see this kind of devastation. In recent times, I have not witnessed such destruction. It is sheer madness, but Insha Allah, we shall build back better,” the governor said. He assured residents of Ngoshe in Gwoza Local Government Area that government will rebuild homes and public infrastructure destroyed by recent attacks, while intensifying security efforts to restore lasting peace in the area. Zulum said he had directed officials of the Ministry of Reconstruction, Rehabilitation and Resettlement to immediately assess the extent of the damage with a view to rehabilitating all burnt structures. “I am here with representatives of the Ministry for Reconstruction, Rehabilitation and Resettlement, and I have directed them to assess the level of damage so that all the burnt infrastructure can be rehabilitated,” he said. The governor noted that the Federal Government, under President Bola Ahmed @officialABAT, had recently released funds to the @MNJTFOfficial Joint Task Force to boost @DHQNigeria operations in the region. “I am pleased to announce the support and funding recently released by the Federal Government of Nigeria, under President Bola Ahmed Tinubu, to the Multinational Joint Task Force for military operations in this general area,” he said. He explained that the Mandara Hills remain a major stronghold for insurgents, stressing that the only effective response is to take the battle directly to them. The governor commended the military authorities, particularly the General Officer Commanding 7 Division and the Brigade Commander, for their renewed effort in Ngoshe. According to him, security presence in the area has now been significantly reinforced. “The military has taken over Ngoshe again. They have increased the number of personnel in Ngoshe by 100 per cent, and I believe with what they have done so far, we will keep Ngoshe secure,” Zulum added. …Vows Ngoshe Will Not Fall Again Governor Babagana Umara Zulum has reaffirmed the commitment of both the Federal Government and Borno State Government to decisively address the lingering security challenges in the state, assuring residents of Ngoshe that the town will not be allowed to fall back into the control of insurgents insha Allah. Addressing troops of 82 Division Task Force Battalion Ngoshe, Zulum said efforts are ongoing to strengthen the military's capacity. “I want to assure you that the Federal Government of Nigeria, and indeed the Government of Borno State, in partnership with the Armed Forces, will do everything possible to contain the lingering security situation,” he said. The governor emphasized the strategic importance of Ngoshe, warning that its fall could have wider security implications for surrounding communities. “Ngoshe is very important. The fall of Ngoshe would send a very bad signal to Pulka, Kirawa, Gwoza, and even Bama. We shall not allow this town to be taken over again by insurgents.” Governor Babagana Zulum was accompanied on the visit by Senator Mohammed Ali Ndume, member House of Assembly representing Gwoza, Hon. Abdullahi Buba Abatcha, Commissioner for Transport and Energy, Mohammed Lawan Buba, and Commissioner for Local Government and Emirate Affairs, among other personalities.

He said leadership is all about commitment and sacrifice which has been the hallmark of his administration since he assumed office. “Leadership is not about living in your comfort zone and addressing people and their concerns, but coming directly to the doorsteps of the less privileged. This has been my tradition, this has been my culture since I assumed duty as the governor of the state,” Zulum said. “I cannot remember when I lived consecutively for 10 days in my office or even one week since I assumed duty. I'm always in the remote areas attending to people, and I believe this is what we should do from now on to the end of my own administration,” he added. … Zulum Disburses Cash, Palliative to over 30,000 Ngoshe, Pulka Households Governor Babagana Umara Zulum has distributed cash, food, and non-food items to over 30,000 affected households of Ngoshe and Pulka communities. We are distributing both food and non-food items not only to Ngoshe but also Pulka, which is also a displacement-affected community,” Zulum noted. Governor Zulum called on residents of affected communities in Gwoza to remain patient and cooperate with security agencies, assuring them of sustained efforts by both the federal and state governments to restore lasting peace. “They should give the necessary cooperation to all security agencies with a view to identifying culprits within the society. Zulum Pays Confidence Building Visit to Victims of Ngoshe Attack …Assures Enhanced Security, Humanitarian Support Borno State Governor, Professor Babagana Umara Zulum, on Saturday, paid a confidence- and resilience-building visit to the displaced persons in Ngoshe, who are currently taking refuge in Pulka. Ngoshe, a community in Gwoza local government, was attacked on 4th March, forcing residents to flee their homes. This is the second time Governor Babagana Zulum has visited victims of Ngoshe, who is deeply disturbed about the security situation not only in Gwoza, but also in the entire State. Addressing the displaced persons at the Pulka Central Primary School, Zulum said the visit was aimed at reinforcing government support, boosting public confidence, and engaging stakeholders on improved security strategies. “The major reason why we are here is first and foremost to once again sympathize with them and to convey our deepest sympathy, and to assure them that the Federal Government of Nigeria and the Borno State Government will do everything possible to strengthen the security of the entire Gwoza community,” Zulum said. He reassured residents of Gwoza and surrounding communities of strengthened security measures and sustained humanitarian support following recent attacks, stressing that all those in captivity will be rescued. Governor Babagana Zulum informed them that the government will rebuild destroyed infrastructure and ensure a safe, dignified return of any person willing to return to the community. Governor Zulum urged residents to collaborate with security agencies to enhance resilience and prevent future attacks. The governor further disclosed that food and non-food items would be distributed to displaced households, noting that humanitarian assistance would also be extended to the Pulka community, which has received displaced persons from neighbouring areas affected by the attacks. “Most of them have left their homes for about two weeks, and we believe there is a need to provide palliatives. By tomorrow morning, we shall provide food and non-food items to heads of households and married women,” he added. On security, the governor said consultations would be held with military commanders and local security outfits, including the Civilian JTF, hunters, and vigilantes, to strengthen operations in the area. “Tonight, we shall discuss with the brigade commander, military officers, and all security personnel on how to strengthen security around this general area,” he said. Zulum emphasised that ongoing counter-terrorism efforts are being driven by strong collaboration between security forces and local communities. “What is ongoing here is a result of a very serious partnership between the army, other security personnel, and the community. The Civilian JTF, hunters, and vigilantes are working under the command and control of the Nigerian Army,” he noted. The Governor was accompanied by the Senator representing Borno South, Senator Mohammed Ali Ndume; members of the House of Representatives; the House of Assembly member representing Gwoza; the Commissioner for Local Government and Emirate Affairs; his Transport and Energy counterpart; and stakeholders from Gwoza local government.

Zulum, 9 others top 2025 governance, accountability index @BornoGovt State Governor, Babagana Umara @ProfZulum, has emerged as one of the top performers in the 2025 Governance Accountability and Transparency Index (@GATI) Report. The recognition places Zulum among a select group of Nigerian governors whose transparency reforms and people-centred projects are redefining governance standards across the country. The report, unveiled at a press conference in Abuja, the Nigerian capital territory, on Friday, March 13, 2026, marks the second edition of the annual GATI Report developed by the GOMEP Nigeria, an umbrella body of more than 75 online media editors and publishers across Nigeria. According to the organisers, the annual report seeks to strengthen democratic governance by assessing how transparently and responsibly Nigeria’s 36 state governments conduct public affairs, while also reinforcing the media’s role as an impartial watchdog on governance, social justice and public interest. Presenting the report, the national president of the GOMEP Nigeria, Dr Dozie Nwankodu, stated that the group adopted five internationally recognised methodologies in evaluating the states. Dozie noted that Borno State, which already occupied the Exceptional Performance category in 2024 with an Average Index Point of 86.3, further strengthened its standing in 2025. The state achieved 89.7 points, reflecting a 3.4-point increase and a 3.94% improvement, thereby consolidating its position among the leading performers. Part of the defining features of Zulum's governance legacy was his bold implementation of local government financial autonomy early this year. Similarly, over the past seven years, Zulum's administration has executed over 1,500 capital-intensive projects across Borno's 27 local government areas and overseen the voluntary return of over one million internally displaced persons to their ancestral homes through what is now known as the "Borno Model". Human capital development, through education, is one of Zulum's top priorities, with billions disbursed in foreign and local scholarships.  Zulum's administration has constructed over 104 new mega schools, rehabilitated countless dilapidated classrooms, and procured sports and teaching facilities leading to the Nigeria Union of Teachers recognising these efforts with the Education-Friendly Governor Award in 2024. In healthcare, Governor Zulum has delivered several mega projects, alongside sustained investments in primary healthcare delivery across remote communities. Across transportation, infrastructure, economic revival, energy, security, water resources, and agriculture, Zulum's administration has delivered hundreds of projects that have directly touched the lives of the Borno people. Zulum's governance model has attracted commendations beyond Nigeria's borders. In 2024 alone, he received the “Forbes Magazine African Leadership Award” for outstanding leadership qualities, integrity, innovation, and impact-driven projects, the German international NGO Iconic Award 2025, the African Governor of the Year Award 2023, and the African Public Service Excellence Award, 2026. Zulum holds Nigeria's national honour as Commander of the Order of the Niger (CON) and the Republic of Niger's Second Order of National Honour—' de Grand Officer Dans I`Ordre'—equivalent to Nigeria's Grand Commander of the Order of the Niger (GCON).

Orders implementation of 100% rural allowance for doctors Borno State Governor, Professor Babagana Umara Zulum, has approved the immediate recruitment of 473 medical personnel, including doctors, for hospitals across the state. The Chief Medical Director (CMD) of the Borno State Hospital Management Board, Professor Abubakar Kullima, disclosed this on Thursday in Maiduguri.  The CMD said the approval was to enhance healthcare service delivery in the state with a view to ensuring that residents have improved access to quality medical care. Providing a detailed breakdown of the recruits, Prof. Kullima stated that the governor had approved the employment of a total of 473 health professionals, including medical doctors, nurses, pharmacists, lab scientists, and other critical health workers, to some of the newly commissioned health centres. According to the CMD, the recruitment also covers critical technical and support staff, including approval of primary eye care and perioperative care nurses and chews. This recruitment is the latest in a series of health sector interventions by the Zulum administration.  Governor Zulum had recently approved special training funds for resident doctors and commissioned new health facilities, including eye and dental hospitals, to expand access to specialised health care. The new employees will be deployed to general hospitals and primary health centres across Borno’s three senatorial zones. Meanwhile, Governor Zulum has also directed the immediate implementation of a 100 per cent rural posting allowance for medical doctors and a 40 per cent allowance for nurses working in hard-to-reach areas across the state. The approval was contained in a memo to the Borno State Hospital Management Board which noted that the implementation is designed to attract and retain qualified medical personnel in rural communities in the state. The new policy will double the financial remuneration for doctors who accept postings in rural communities, taking into consideration the challenging service conditions and the critical need for skilled medical staff outside the state capital.

Zulum Pays Sympathy Visit to Victims of Ngoshe Attack, Assures Rescue of Abducted Residents @BornoGovt State Governor, Professor Babagana Umara Zulum, has commiserated with the people of Ngoshe affected by the recent Boko Haram attack, describing the incident as tragic. Ngoshe, a community in Gwoza local government, was attacked on Tuesday evening, scores were killed, while others were abducted. Addressing members of the community on Friday in Pulka, Governor Zulum said he personally came to sympathize with the affected people and families of those that lost their loved ones. He assured that efforts are underway to rescue all those abducted, restore security, and provide humanitarian support to victims. “We are here today to commiserate with the people of Ngoshe that have lost their loved ones following the unfortunate incident that occurred on Tuesday. The situation is very sad and our hearts go out to all those affected by this tragedy,” Zulum said. “I want to assure you that we will do everything possible to address the unfortunate situation that has befallen this community, and for those who have been abducted, the Nigerian military will do everything within its capacity to rescue them,” Zulum assured. Governor Zulum explained that military operations are currently ongoing in Ngoshe and the Sambisa Forest to rid the area of criminal elements. “There are ongoing military operations within the Sambisa Game Reserve. What we witnessed yesterday was largely a result of insurgents being pushed out from their strongholds, which led them to launch coordinated attacks on nearby communities,” he explained. He called on the Nigerian Army to intensify operations to clear insurgents from the Mandara Hills which he described as a major security threat. “The Mandara Hills remain a major security concern. The insurgents descended from the hills to attack this town. Therefore, I call on the Nigerian Army and the Federal Government to intensify efforts to clear Mandara Hills of insurgents,” Zulum said. The governor noted that the exact number of casualties is yet to be confirmed as assessments are still ongoing, but acknowledged that several lives were lost while others were abducted. As part of immediate humanitarian intervention, the governor said the state government had begun distributing relief materials and establishing cooking points to provide food for displaced residents. “For now, we will distribute food items to those affected and I have directed that cooking points be established so that everyone in this community can receive meals from a central kitchen,” he said. The governor appealed to residents to remain calm and law-abiding, noting that Borno State government will double its efforts to end this madness. “We shall not relent in our commitment to restoring lasting peace and stability in the state,” he said. “I strongly believe that with sustained military operations and cooperation between all levels of government, we will overcome this challenge. Insha Allah, peace will return fully to our land,” the governor added. Similarly, Governor Babagana Zulum inspected houses burned during an attack by Boko Haram insurgents on Thursday in Konduga town.
