No, this isn't true. The graphic is satire from the "America's Last Line of Defense" account (ALLODSatire), which creates fake memes.
Public SCOTUS financial disclosures (available via the Judicial Conference) show no gifts from the George Soros Foundation or Open Society to Roberts or Barrett—ever. Their reported gifts are minor items like books, trips from universities, or family.
The Leavitt quote doesn't appear in any verified statements from her.

Elio-Enrique Auzate-Hasma, 33, also had a state warrant for his arrest on a charge of aggravated assault. Police were called after the Venezuelan national in this country illegally allegedly violently assaulted someone in his home. In a scuffle as Auzate-Hasma resisted arrest, an officer sustained an injury that has put him out of work. Auzate-Hasma had been arrested previously for the aggravated assault, but -- Rochester being a sanctuary city -- police were forbidden to notify federal immigration officials. DHS officials did not know that this man, with a deportation order, had been arrested”
