Baltimore's election director just clarified that the state HAS provided him a plan. He said he just had more questions about it. The plan is to count the original ballot cast by a voter IF a replacement ballot doesn't arrive. MD already has a system to prevent double counting.

Baltimore’s Board of Elections is meeting now, their 1st time since MD’s ballot problem was announced. Director Tatum says 48,000 city voters will receive a replacement ballot. They are still awaiting a plan from the state on how to handle people who vote the original ballot.

11,326 people who "voted" a full month before they appeared on the official voter rolls for the Arizona 2020 election was greater than the margin by which Joe Biden "won" the state.
This is impossible unless there was FRAUD. What this means is that there wasn't enough registered voters on the voter rolls for the margin that Joe Biden "won" Arizona by.
The voters were added onto the rolls to cover the missing voters after the election when audits were being performed so the books would balance out, and they got caught. AGAIN.
