Back in the days, when these teams lose their best players, they fall off. Villa sold Grealish for 100m and got better, Brighton constantly sell players for 50m plus every season are still super competitive, likewise Brentford and Bournemouth. These teams are just so strong now

You might argue about the quality of football, but the PL became tough when teams like West Ham, Brighton, Brentford, Bournemouth, etc started to consistently have players worth over 80m every single season. Arsenal most important players were signed from Brentford and West Ham

The better reason is the expansion of UCL spots, that reduces the Pool of top teams in the EL.
