Took forever but built this contacts carousel with UICollectionView and a compositional layout. Scroll effects are largely handled by the layout's visible item invalidation handler, had to fall back to scrollViewDidScroll(_:) for blur effects.
Buttery smooth! Good ol' UIKit!
