What I learned from 63,000 trades? I analyzed 63,000 stock trades by members of Congress going back to 2008 and here's what stood out. Congress beats the market. Average 1-year return on their buys: +17.8%, which is 6.6% above SPY. Win rate: 67%. Is it skill? Information advantage? Luck? Hard to say, but the numbers are the numbers.

Three purchases across January and February. His Armed Services subcommittee is Emerging Threats and Capabilities, which covers advanced military technology including the semiconductor supply chain. Amkor does packaging and testing for defense-grade chips. The committee overlap is about as direct as it gets.

UPDATE: Representative Gil Cisneros bought SanDisk stock on January 9th. $SNDK has now risen 214% since then.

Unlike her Viasat position (which she sold before the big run), she's still holding ICHR. Bought $1K–$15K on August 5 and filed the next day - one of the fastest disclosures we've seen. Small position, but 350% on it. Also worth noting: she sits on House Appropriations: Military Construction, and Ichor makes components for semiconductor capital equipment used in defense fabs.

Some of the members who'd vote on that legislation are already positioned. - Biggs (R-SC) has put $100K–$250K into Bitcoin ETFs twice. - MTG has been buying IBIT since September 2025, four separate times. - Gill put $50K–$100K in last summer. They'll vote on market structure rules for an asset they're holding.

Palantir has DoD contracts too, not just DHS. - Rep. Cisneros (D-CA) - House Armed Services: Intelligence and Special Operations - has been buying and trading PLTR repeatedly since last fall. - Cleo Fields put $50K–$100K in August and added more in October. The $81M in DHS contracts is one part of the government relationship.

$GOOGL TPUs reportedly still can’t be used in some classified contexts even as the U.S. government looks to reduce reliance on Anthropic’s Claude. Officials are now seeking ways to accelerate clearance for Google TPUs so Gemini can be used across more classified AI workloads.

In 2021, Nancy Pelosi was asked if Congress should be banned from trading stocks. Her Response: "No… This is a free market." While serving nearly 39 years in Congress with an average annual salary of $168,000, she increased her net worth to an estimated $280,000,000.

The data might explain it. Since 2024, active Senate traders include McCormick ($31M–$80M in estimated volume), Rick Scott ($30M–$63M), Mullin (387 trades), and Tuberville (256 trades). These are the colleagues who'd have to vote to ban their own activity. The bill passed committee 8-7. The full Senate floor vote requires the same people.

@QuiverQuant Congress was ahead of this. Rep. Cisneros (D-CA) and Rep. Jackson (D-IL) both sold their HOOD positions earlier this year - Jackson was out by January, Cisneros sold his last shares in March, weeks before the earnings warning. Neither held through the drop.

BREAKING: We just found an interesting new trade. The Director of the OPM sold up to $250,000 of Robinhood stock on April 17th. It looks like this came after exercising a call option. $HOOD fell almost 20% over the next two weeks. This came after an earnings report which warned of increased expenses from its "Trump account" push.

@QuiverQuant She actually sold in July 2025. Bought $1K–$15K in October 2024, held 9 months, then exited. The 828% Quiver is celebrating happened mostly after she was already out. Small position, early exit. The committee edge didn't translate into holding through the full move.

Viasat stock has now risen 828% since we posted this report in November of 2024. Congressional stock trading is still legal.

It's good news that the Senate banned staff and members from betting on prediction markets. Next steps: Banning all government officials from doing so, banning prediction markets for military and political actions and banning members of Congress from trading stocks.
