Well if it was in a city park, a dog that never seen a horse will get curious, protective, or territorial. It’s animals being animals. Yes, it falls on the dog owner for not having it on a leash but it’s also the carriage drivers fault for not getting down to help the situation instead he kept leading the horse forward which sparked more of the confrontation😏 the yelling and people getting frantic didn’t help either of the animals but made the matters worse!🤬🤬 everyone should’ve been smacked upside their heads😏
