Article 14 of the Constitution guarantees equality before law and equal protection of laws. However, the new UGC rules dilute independent grievance redressal mechanisms, creating unequal access to remedies within universities. When General Category students lose their only neutral forum for redress, while other statutory protections continue elsewhere, the result is inequality in effect, even if the policy appears neutral on paper. Equality is not about identical rules, but about equal and effective protection. Any reform that weakens remedies for one group while preserving them for others violates the spirit of Article 14 and principles of natural justice.
