Easiest way to identify high agency people is by using the word just. Say someone asks you for advice. Before you go full problem solving mode, hit them with a just. Just reach out to more people. Just post more often. Just do this one obvious thing you already know you should do
Then see how they react to it. You'll either be met with earnest acknowledgement or an immediate excuse. If the former, you know they have what it takes. Now you can go deeper with your advice and trust that neither of you will be wasting your time. If the latter, "yeah but-" don't even bother
Same applies vice versa. Someone tells you to just do this or just don't do that. "You're right" and then you simply increase volume or decrease distractions accordingly. What separates high vs low agency is you're not looking for validation. All you need is a timely reminder that reinforces what you're already humble enough to be aware of
