I often hear proposals for two years of mandatory national service. I would like to modestly propose the opposite: Two years of optional outlawry. At age 18, American young men can go spend two years overseas. For anything they do during those two years, they will not be prosecuted in the United States, nor will extradition requests be granted. They can run night clubs and provide neighborhood protection services together with other youth while exploring the world. They can learn industries like African mineral rights or Andean pharmacology. I think this would have very beneficial outcomes for the youth of America, and dovetails nicely with our cultural traditions (koryos).
