Salam 🇲🇾 MADANI ❤️ I take note of the concerns raised by our medical fraternity regarding the issuance of the Annual Practising Certificates (APC) for 2026 & acknowledged the statement issued by the Malaysian Medical Council (MMC) today. Therefore, to ensure certainty & continuity, I want to reiterate the legal standing for all affected practitioners: 📍 Guaranteed Legal Continuity: For complete applications submitted on or before 31st Dec 2025, the APC is effective from 1st Jan 2026. The effective date is NOT dependent on the date of approval or issuance. Your indemnity & legal status remain intact. Moving forward, my office has started to engage with the @MY_MedCouncil to implement a Systemic Remedial Plan: 📍 Audit & Accountability: Internal audit shall be conducted. MMC will submit a detailed report outlining the root causes, mitigation measures & a concrete timeline for full resolution. 📍 Digital Overhaul: We recognize the urgent need to upgrade the legacy "MeRITS" system. We are committed to transitioning towards a more robust, automated & rule-based digital workflow with upgraded capacity. 📍Policy Reform: As part of a phased reform approach, the impact of the digital overhaul will be assessed before considering further policy measures, including a review of the Medical Act and the introduction of Multi-Year Practising Certificates if required. We are committed to resolving this matter constructively. An undisclosed number of doctors began the new year in legal limbo after being left without valid practising certificates, leaving them temporarily unlicensed to practise medicine. This predicament stems from processing delays by the Malaysian Medical Council (MMC) in issuing the Annual Practicing Certificates (APC) for 2026. Medical degree holders are allowed to use the title "Dr" to reflect their academic qualifications, even if they are not registered medical practitioners, said the MMC.
