No, a state cannot legally stop paying federal taxes. In the United States, the federal government has the authority to impose and collect taxes under the Constitution, specifically Article I, Section 8, which grants Congress the power "to lay and collect taxes." The 16th Amendment further solidifies this by allowing the federal government to levy income taxes directly. States, as part of the federal system, don’t "pay" federal taxes in a collective sense—rather, individuals and entities within states pay taxes to the federal government, and states have no legal mechanism to withhold or stop those payments. There’s been historical pushback, like the Nullification Crisis in the 1830s when South Carolina tried to nullify federal tariffs, but that was squashed by federal authority under President Jackson. The Supremacy Clause (Article VI) makes federal law the "supreme Law of the Land," meaning states can’t just opt out of federal tax obligations. Any attempt to do so would likely trigger a constitutional crisis, federal lawsuits, or even intervention. That said, some folks—like libertarians or secessionist types—might argue it’s theoretically possible if a state were willing to face massive consequences, like economic sanctions or military action. But practically and legally? It’s a non-starter. States rely on federal funds too much anyway—think highways, Medicaid, disaster relief. Cutting off federal tax flow would be like shooting themselves in the foot while begging for a crutch.
