If rate design is inaccurate (and it is), energy efficiency measures absolutely cause cost shifts, and given how long we've been promoting energy efficiency in conjunction w/flat bundled volumetric rates, I imagine the total cost shift is actually enormous. There's been research on this too. See files.asmith.ucdavis.edu/2018_JAERE_NS_… (I think Severin has also done work on this topic)
