HWC Rules H1–H3: drivers must protect vulnerable road users. This kind of overtake can be Careless Driving under the Road Traffic Act 1988. Police treat close passes as careless/dangerous overtakes. Let cyclists clear the junction. It’s the law - and basic decency.
