I am trying to be better about bullying people like this at tournaments. It's about the only way to get them to stop showing up is to make them feel shitty for doing so since no one gets banned

Being a cheater is just about weathering the storm after. TO's and Wizards don't care since we still have idiots like Dimitrov and Julian John at tournaments. You just have to have the mental girth to handle the twitter storm and then just profit.

Theft: 2 years. Other cheaters, arguably worse, got the same as him. Personally I would have been for a two years ban

On the other hand, cheaters who have magician skills are way more dangerous for the community than dumb young ones, since if they cheat judges have a way harder time catching them.
