In Texas, the House Speaker can issue civil arrest warrants for absent lawmakers to break quorum, directing the Sergeant-at-Arms and law enforcement to detain and return them to the Capitol for voting.
It's not feasible if they flee out of state (e.g., to Illinois, as in 2021 and now), since it's a civil matter without extradition rights. Texas lacks jurisdiction, and federal authorities won't intervene.

It seems to me that the only way some of the fleeing Democrats can avoid bribery charges is to not break quorum.
It seems that would eliminate any potential quid pro quo connected to any payment they received to deny a quorum and skip a vote.
