Presided over by H.E. President @WilliamsRuto, and attended by national and regional leaders, we joined the people of Mandera County for a Women Empowerment Programme at Mandera Stadium, bringing together women groups from all constituencies to benefit from a fund drive supporting grassroots economic initiatives. In his address, the President reaffirmed his firm resolve and deliberate commitment to transforming the country, with particular focus on uplifting historically marginalized regions across Northern Kenya. In my remarks, I highlighted progress under the Social Health Authority (SHA) in Northern Kenya, noting that since inception, KSh 4 billion has been disbursed to Mandera, KSh 3.5 billion to Garissa, and KSh 1.3 billion to Wajir, as part of a national pool of KSh 169 billion collected, with KSh 125 billion already paid out across key health funds. So far, 290,000 people have registered in Mandera, 270,000 in Garissa and 217,000 in Wajir, contributing to over 30.5 million Kenyans already registered nationwide. I urged residents to enroll in large numbers to ease the burden of out-of-pocket medical expenses. I further encouraged residents to take advantage of the Presidential Directive removing extra vetting in the issuance of national IDs and to actively participate in the ongoing voter registration exercise, critical steps in strengthening civic inclusion and advancing the President's vision of a united and progressively developed nation. Moreover, I cautioned against baseless criticism from the opposition, noting that the President's inclusive approach to development is steadily uniting and transforming all regions of the country. The function was graced by my Cabinet colleague, CS Hon. Geoffrey Ruku (Public Service, Human Capital Development & Special Programmes) Mandera Governor H.E. Mohamed Adan Khalif, Wajir Governor H.E Ahmed Abdullahi Jiir, Marsabit Governor H.E Mahmoud Ali, Northern Kenya Senators led by Sen. Hon Ali Roba, a host of MPs, MCAs and other leaders.

Section 25 of the recently enacted Conflict of Interest Act, 2025 which amended the Leadership and Integrity Act provides as follows: "An appointed public officer, *other than a* *Cabinet Secretary* shall not in the performance of his duties act as an agent or further the political interests of a political party or candidate;manifest support or opposition for any political interests of a political party or candidate; or engage in political activity that may compromise the neutrality of the office he holds" From the foregoing section, differently put, the provision on political neutrality as stipulated in the Conflict of Interest Act does not not apply to Cabinet Secretaries.

I paid a courtesy call to Mr.Khalid Alotaibi, Deputy Ambassador of the Royal Embassy of the Kingdom of Saudi Arabia in Kampala.
