The point wasn't that the overall number is 15 now, it's that in a lot of cases it'll be less than that. You make a couple of opening moves around the map, and by late round you may struggle because you reloaded twice on 3/5 to make sure you aren't low on ammo. It's obviously not gonna be some drastic effect and it'll only impact niche situations, but currently the AWP feels like it needs help rather than the opposite
