@czapary Systems approach is the right way to frame this. In DC, it also demands a risk management approach that bakes in surge capacity. If events are low probability/low frequency but high consequence, invest in a "warm base"/reserve capability so it's there when needed.

Snow response isn’t a manpower problem. It’s a systems problem. Are we operating agency by agency, siloing functions and areas of responsibility or are we thinking in terms of a whole-of-government response?

Storms will only increase in severity and frequency. So this snow storm is a lesson to be learned from.
This is a thought experiment, not a literal proposal. But it helps illustrate something important.

A tidbit: Passenger service in Waymo and other self-driving vehicles isn't coming anytime soon in D.C. A long-delayed report from @DDOTDC that would detail how self-driving cars could be legalized won't be done until May. The D.C. Council can't act before that's done.

ATE is not the answer by itself and there might be alternatives, but while those are thoughtfully considered we need to ground any solution in: 1) identifying dangerous drivers and 2) holding them accountable for their actions to change behavior.

Last night, this driver fled the scene after crashing into my wife’s car (she’s ok). He has $2000+ tickets demonstrating previous, similarly unsafe driving. Unsafe drivers don’t somehow *only* speed, etc.

What is really terrifying with this 911 dispatch mistake in a cardiac arrest case is under Councilmember @brookepintodc agreement with OUC oversight is if this victim passes OUC won't have to investigate itself for this mistake if no one knows the victim's phone number.
