For just a chat bot this tradeoff is not that critical. If it outputs something it shouldn't, it just makes a headline but nobody gets hurt. For robots operating in the real world, this can be very dangerous.

Prediction: general purpose robots like a Tesla bot will be impossible to make safe when they are powered by a sophisticated enough world model.
