this has to do with how we organize our team. half the team builds primitives: sandboxes, memory, code execution subagents, security scanning, etc. the other half owns evals + hillclimbing. they combine those primitives into agents, iterate, a/b test, and push the primitives teams to make them better. centralizing the hillclimbing effort is important because distributed hillclimbing invariably leads to regression. conway’s law!
