The "death squad." That is what the United Nations called Koevoet. Look at this photograph and find the death.
A full Koevoet patrol gathered under the shade of African bushveld trees. Black soldiers. White soldiers. Standing together around village women and children. The Casspir parked behind them, engine off, turret unmanned. Nobody is aiming anything. Nobody is threatening anyone. A medic kneels beside a woman. Another hands out supplies.
This was routine. Every patrol. Every village. Medical care delivered by the only people willing to drive into the operational area where SWAPO had mined the roads and terrorised anyone who cooperated with authorities.
SWAPO planted landmines on the paths these women walked to fetch water. The UN passed resolutions. Koevoet sent medics.
The international press was embedded with these units. Trevor Samson photographed this patrol for AFP. The images were transmitted, filed, and archived. Editors in London, New York, and Paris received them. They selected the Casspirs with dust clouds. They selected the weapons. They selected the frames that confirmed what the anti-apartheid industry needed the world to believe.
They did not select this one. Now you have seen it.

South Africans are spending at least R3.59 billion every year on the salaries of 3,148 SAPS officers at the rank of Colonel and above.
That includes:
• 1 General
• 11 Lieutenant Generals
• 136 Major Generals
• 574 Brigadiers
• 2,426 Colonels
This figure excludes official vehicles, offices, support staff, travel and other overheads, meaning the real cost is even higher.
Leadership is an investment, not an entitlement.
If taxpayers are funding one of the largest senior command structures in SAPS history, it is reasonable to ask one simple question:
Are we getting a return on that investment?
Because while billions are spent on management, too many police stations still don’t answer their phones, forensic backlogs continue to grow, vehicles stand broken in garages, and frontline officers are expected to do more with less.
The debate should not be about ranks. It should be about results, accountability and whether every senior post is delivering measurable value to the people who pay for it.
