I am extremely familiar with undersea cables. They physically connect land masses. They don’t send out radio waves. So unless you think the ships are physically connected to these via a cable then your theory makes absolutely no sense.
And before you try to claim that they are sending out secret radio waves or something, you should know that radio waves do not travel more than a few feet underwater so that would be impossible.

Let’s try this one: I have used incredibly fast internet to stream shows/movies, simultaneously with thousands of other people, on a ship, in the middle of the ocean (sometimes hundreds of miles from land), dozens of times.
If that isn’t satellite internet can you tell me what signal type you think it is and how it is being transmitted and received?
