Few days back, Gov. Otti announced that a technology driven platform designed to open a direct line between the government and every citizen which his government has built is now ready for commissioning. It is called Citizens’ Engagement Centre. Way beyond a normal physical office where people must queue. Instead, it will work like a modern customer service centre. Citizens will reach the government through telephone calls, emails, and WhatsApp. Workers at the centre will take every complaint, suggestion, or question and send it straight to the correct MDA for action. The centre will also serve as a data hub, helping the government study patterns and make policy decisions based on real evidence. The Centre will even get more traction at the remote areas once the government completes its partnership with MTN Nigeria to achieve 100 percent voice and data network coverage across Abia. The first phase of the MTN network expansion is expected to be completed within 8-10 weeks. This kind of citizen engagement platform is not new around the world. In the US, the 311 hotline is a national standard where citizens call for non emergency city services like pothole repairs, streetlight outages, or trash pickup. In New York City alone, the 311 system has received more than 525 million inquiries since it launched in 2003. That is over 98,000 contacts per day. In the UK, the non emergency number is 101, and many councils use the Open311 system to connect citizen reports directly to the right government department. In South Africa, government runs GovChat. That is an official citizen engagement platform that enables real time feedback through mobile devices. Here in Nigeria, Lagos state launched its CitizensGate Platform, a digital feedback system available via mobile app, web portal, SMS, call centre, and even WhatsApp. Abia’s centre, however, will be the first of its kind in South East. No other state in this region has built a single hub that gathers, tracks, and forces action on every public complaint. Although the lesson from these places is clear, Tech alone does not solve problems, people do. In New York, 311 succeeded because the government committed to answering and resolving issues. In Lagos, CitizensGate works because residents can track their complaints and see results. Otti must have learnt from these examples. He knows the centre will fail if Abians send complaints and hear nothing back. Also, he knows government must budget for enough trained staff to answer calls and follow up with ministries. They must also run a massive public awareness campaign so every villager and city resident knows the phone number, email and WhatsApp contact. Of course the public trust is there already, so the centre will not just be a building and computer. I am very happy Governor Otti understands that the real test is not the technology. The real test is whether an Abian who reports a broken borehole or a dangerous road gets a reply and sees a fix within days. So, if the governor delivers as said which I believe he will, this centre will transform governance in Abia. Kudos to governor for this forward looking decision. By studying the successes of Lagos, New York, and South Africa, he has positioned Abia to leapfrog into modern governance. The whole idea of this citizens’ engagement centre promises to bring transparency, accountability, and efficiency to public service delivery. With the network infrastructure already being rolled out through the MTN partnership, the governor is clearly committed to making this vision a reality. This initiative, when officially commissioned, will set a benchmark for other eastern states to follow. We can look forward to a system that listens, responds and acts. Gov. Otti has really shown that he values the voice of every citizen. And the true reward for this initiative will be a more engaged population and a more responsive government. If he sustains this momentum and ensures proper staffing
