This means government can track your people, businesses, political opponents by tracking IMEI number from your GPS trackers, your registered CCTV cameras, phones, etc, and even if you remove the SIM from the phone. You cant make emergency phone calls even though you have registered your SIM but not registered the old device u want to use. IMEI numbers can be cloned which means a person can commit a crime using a cloned IMEI number to frame someone.

Why is honorable not talking about the CEIR integration which is registering of devices with IMEI from your mobile phones, tablets, USB dongles, MiFi, smartwatches, GPS trackers, POS terminals, CCTV cameras using SIM, etc, or anything device connecting to the network. Is it going to by force registration of devices? Because it seems like honorable thinks only mobile phones connect to telco networks. Interesting. Our minister in Ghana 🇬🇭 tried to pass a similar bill last year. Makes me wonder if Africa is being controlled by the same people. Regulating AI is like regulating computing in general because even breadth-first/depth-first search is also AI. Its not only LLM stuff but anything that intelligently do something autonomously. Instead they can regulate data and how data can be used in AI or computing in general.

There's an Artificial Intelligence Bill 2026 sponsored by Senator Karen Nyamu. What are we seeing here? · It proposes establishment of the Office of the Artificial Intelligence Commissioner who will be nominated by the President & approved by Parliament · The Commissioner of Artificial Intelligence will have powers to: 1. Enter premises & inspect artificial intelligence systems, records or data upon reasonable notice 2. Require the production of records, documents or information relating to artificial intelligence systems 3. Issue enforcement notices, orders or directives to ensure compliance 4. Impose administrative fines for non-compliance as prescribed by regulations 5. Summon persons to give evidence or produce documents 6. Classify artificial intelligence systems according to the level of risk they pose to health, safety, fundamental rights, the environment or societal welfare. A system classified as unacceptable risk is prohibited in Kenya 7. Prescribe guidelines on risk management, security protocols, bias detection, & ethical standards for high-risk artificial intelligence systems 8. Develop & publish ethical guidelines for the development, deployment & use of artificial intelligence systems · The Commissioner of Artificial Intelligence will hold office for a term of five years & will be eligible for re-appointment for one further term of five years · The Artificial Intelligence Commissioner may be removed from office by the President on the recommendation by the Cabinet Secretary on account of serious violation of the Constitution or any other law · Among the duties of the Artificial Intelligence Commissioner will be: 1. Conduct risk assessments of artificial intelligence systems 2. Perform conformity audits & post-market surveillance of artificial intelligence systems 3. Assess high-risk artificial intelligence systems to ensure compliance with ethical standards & risk mitigation requirements 4. Develop policies, guidelines, codes of practice & standards on artificial intelligence governance, ethics, safety, risk classification & responsible deployment in consultation with the relevant agencies and the public 5. Promote responsible development, deployment & use of artificial intelligence systems in Kenya 6. Establish & manage regulatory sandboxes to facilitate safe innovation, testing and piloting of artificial intelligence while mitigating risks and promoting local solutions 7. Receive & investigate complaints relating to artificial intelligence systems, including harms such as bias, discrimination or infringement of rights 8. Maintain a public register of high-risk artificial intelligence systems, including those used by county governments · The bill proposes establishment of an Advisory Committee on Artificial Intelligence comprising: 1. The Artificial Intelligence Commissioner 2. A representative of the Cabinet Secretary ICT 3. A representative of the Office of the Data Protection Commissioner 4. All these tools automate what we use to do manually years ago. Writing scripts to find patterns in application logs. Reversing suspicious programs sending lots of packets. These tools help to speed up the process but if you cant do them manually you are a not security expert.

So you too without these tools you can find threats or actors within systems? You can't manually analyse your logs? [SIEM] You cant manually audit connections and detect usual traffics? [IDS] You cant audit for suspicious programs on a system or network? [EDR] Has security been reduced to tools in Africa?

All what you mentioned already exist. And even work with foreign allies. How do you think criminals are easily apprehended even after a few days. If you don't know much about what currently exist then you are probably not densed in these areas and need to connect with people in these area to understand what currently exist first before upgrading it.

Oga relax. Not all developers are web related engineers. When you start entering into certain hardware with little to no documentation publicly, AI cant help you because it wasn't trained on such system. Did some work around Qualcomm to try modify its kernel DSP interface and AI was useless and it was hallucinating all over the place. AI can only help you where documentation exist. Most hardware (like Nvidia, Qualcomm, etc) don't share much about their hardware.
