Verity Johnson believes, as all socialists do, that all you need to do is spend a shitload of money on something, like a little tram to take a handful of people to the airport, and all of Auckland's traffic problems will instantly be fixed.  It doesn't matter what it is, just how much taxpayer's money it costs, the more the better.  If we told her that we were going to spend ten trillion dollars on a giant sign saying "There, it's fixed", then she would only be asking why couldn't we make it cost more money?
