@ismailbukenya1 @ClownWorld It's likely for filling around pipes. If there are large rocks in the fill material it can damage the pipes when you compact the fill. Also pipes can move a bit with temperature changes so large rocks and create wear points over time.

@KingVelesI horses were NEVER "raised for meat", they were hunted as wild game similar to buffalo in N. America. The amount of work it takes to keep a penned horse healthy is gigantic, not just vast amounts of feed but trimming their hooves, etc. No such thing as a "horse meat farmer"

Humans have raised horses for meat ever since they first domesticated them, back in the late Stone Age.
Where I'm from (Croatia), many farmers raise meat horses and export them to Italy, where horse meat is very popular.
