The MLBPA would never, and I really do mean never, agree to a $200M salary cap. I don't think $300M would even be palatable.

Let’s say MLB agreed to a $200M salary cap. The NHL’s salary floor is 85% of the cap, while the NFL and NBA both sit at 90%. Even if MLB set the floor at just 80%, that would still be $160M - higher than the current payrolls of roughly half the league. They aren’t going to vote for a system that forces them to dramatically increase spending.
