This isn't a Deloitte-specific problem. Government procurement systems give huge advantages to large companies with dedicated state and federal government business lines, because they are capable of compliance and alignment with complex procurement rules. Getting paid to deliver procurement rules compliance instead of results is an intrinsic part of the system.
