Here is the full comment I prepared before they suspiciously cut the mic on me: Good evening commissioners, My name is Reverend Rae Huang. 

First, thank you for your leadership in this enormous task that will have impacts for decades to come. This is precisely why I am here today: to urge you to look toward our city’s future and reconsider the thirteen tabled police accountability reforms. Commissioners, the community and country are at a breaking point.  Chief McDonnell has made it clear he will defy laws calling for law enforcement transparency and accountability. And do not get me started on LAPD’s exorbitant budget, including the hundreds of millions it makes in liability payouts for its excessive use of force. This among other embarrassments, like bullying our children, who are more courageous than our city leaders right now. The last thing Los Angeles needs right now is more hostility toward our people, who are struggling just to stay housed and fed in the wake of crisis after crisis. And this includes your lack of leadership right now in moving our city towards one that is rooted in equity, fairness, accountability and transparency. We need to allow city leadership to modify the police budget and leadership as well as give them meaningful levers to enforce accountability.  This includes giving our city controller power to review and investigate our city budgets, including those of elected officials.  The police accountability reforms represent some of the most transformative potential to come from a flawed process. To leave them off the table is not only a betrayal of public trust, but deadly. Too many lives have been lost, like that of Keith Porter, and we can not handle one more.  
I urge you to move these proposals forward to the city council for the deliberation and consideration they deserve. Be courageous in this moment.  I close by saying I am a proud member of Clergy for Black Lives. And because you care more about rushing through people’s voices when they have taken hours from work and family to be here, I am leaving their talking points with you to make sure you hear every single charge and ask.
