Mr Museveni will never admit defeat. He'll blame everyone else but himself. Yusuf Nsibambi said he first saw the bill when he attended the NRM caucus meeting that Mr Museveni was chairing. Each member present was furnished with the bill and asked to support its passing in parliament. So did the NRM caucus distribute a draft bill that Mr Museveni hadn't read or endorsed? My guess? Never.
