If we have to have OFSTED, can they check staff retention over the prior 5 years in each school they visit? Can the govt intro a platform for anon exit interviews to be conducted every time a teacher leaves a school? Get that data on tap too for potential applicants.

If you went to a public school that charges annual fees higher than the maximum salary of a classroom teacher, maybe don't tell classroom teachers they earn too much
