Rightly, Carney is calling him out and pushing back, as are many other countries around the world. But Carney is pragmatic and is responding to those unprecedented threats by reducing our dependence on the US, but also knowing that Trump will be gone eventually and relations between the 2 countries will then improve. Like many of us, he is maintaining links as a sign of good faith and belief, to those Americans that care, that things will get better. Symbolically, that’s important.
